Condition of Competition

DISCLAIMER: This is the latest version of the JGFP Preseason Conditions of Competition (CoC). Any revisions or updates will be reflected on this page. Players are responsible for checking this page regularly and complying with the most current version.

ELIGIBILITY

Open to ALL students currently enrolled in a school in Nursery, Kinder 1 & 2, grade levels 1-12 for the school year 2026-2027.
Team Captains are responsible for their team members, concerning age, grade level, and others. Failure to do so will result in DISQUALIFICATION.
The age or grade level of the participant must fall within the stipulated age bracket or grade level
If it affects the classification of the participant; the player must join the higher grade level if they do not fall into the same category. Breach of this rule will result in the Disqualification of the team.
All players must conform to the Rules of Amateur Status, published by the R&A and USGA, which came into effect on January 1, 2022.

All entries will be subject to the approval of the Committee. The Committee reserves the right to accept or refuse, or having accepted, subsequently reject any entry but will provide reason for its decision.

If the entries fall short or exceed the aforesaid respective numbers, the Committee reserves the right to amend the eligibility requirements and size of the field as they deem fit.

Notes:

Team rate applies only to teams of 4 players.
Each JGFP member on a 4-player team receives a ₱500 discount, deducted from the team rate.
Teams with fewer than 4 players will be charged the individual rate per player.
JGFP Member: ₱4,500/player
Non-JGFP Member: ₱5,000/player
All other incidentals, miscellaneous fees, and/or charges by the golf club venues will be on the player’s account.
There will be no adjusted fees for course members.

The Modified Stableford Point System shall be used in computing the scores in this competition, where corresponding points are earned as shown below:

Team Captains are allowed to advise their team members. Team Captain for the day must be declared upon registration.

Yardages provided are intended as a general guide only and may vary during the actual tournament due to course availability, course setup, tee marker placement, weather, playing conditions, safety considerations, pace of play, operational requirements, directives from the host club or organizing committee, division adjustments, and any other circumstances deemed necessary by the Tournament Committee. All final yardages and tee placements shall be at the sole discretion of the Tournament Committee.

DRAW

The Draw/Pairings will be made available approximately 24 hours before the start of the tournament day based on the names submitted by the Team Captains to the Committee
Pairing requests will not be entertained.

TIME OF STARTING

Players shall start at the time and in the order indicated in the draw. Player who arrives late may still play and catch up with their flight mates but will be given 0 points on the holes not played.
No substitution of players and change of starting times shall be permitted after the draw has been made.

The Committee reserves the right to substitute players, change the draws, and/or alter the starting times within reason such as weather conditions or excessive player absences during tournament day.

TIES

All ties at the end of the competition for team and individual scores shall be decided via the points earned on their last 18-hole round. If still tied, the last 9 holes, then the last 6 holes, and the last 3 holes. If still tied, the winner shall be decided via a coin toss.

CADDIES

Personal caddies (Parents, Coaches, Guardians) will ONLY be allowed for LOWER and MIDDLE SCHOOL DIVISIONS provided that they will still avail the service of a club caddie whose task is limited to course maintenance (repairing ball marks, sanding divots, raking bunkers). When the player has a personal caddie, club caddies cannot, at any time, touch the player’s equipment. However, if the player does not have a personal caddie, the club caddie is considered his personal caddie.
For Junior and Senior High Divisions, only club caddies will be used.
The golf club provides Caddies for all divisions. However, in the scenario that the club cannot provide (enough) caddies. The Committee shall adjust the caddies to 1 (one) caddie to 2 (two) players.
Caddie fees are on each player’s account and must be settled directly with the caddies or the club registration desk.

STANDARD OF PLAYER CONDUCT (Rule 1-2)

All players ARE EXPECTED TO PLAY IN THE SPIRIT OF THE GAME. There is no penalty under the Rules for failing to act accordingly, except that the Organizing Committee may disqualify a player for acting contrary to the spirit of the game, and if it is established that the player has committed serious misconduct.
The following may be considered a serious breach of PLAYER CONDUCT:
Use of cellular phones is prohibited.
Verbal abuse of a fellow competitor/official/staff/caddie.
Intentionally distracting or offending fellow competitors.
Causing unnecessary damage to the course or club property.
Any violation of the standards of player conduct will result in Disqualification.

SPECTATORS

AS A GENERAL RULE, SPECTATORS WILL WALK THE WHOLE DURATION OF THE TOURNAMENT
Spectators MUST ALWAYS REMAIN ON CART PATHS.
They must stay off the tees, general areas, putting greens, bunkers, and penalty areas.
They should maintain a reasonable distance (at least 50 yards) from the players to avoid the impression that they are giving advice or assisting the player in any way.
Those found to be violating these policies may be asked to leave the COURSE.
Players’ parents will be responsible for paying for any gallery-related fees.
The tournament committee MAY release carts to TEAM CAPTAINS and the gallery, depending on cart availability.
It is a privilege for parents, guardians, and spectators to watch the junior golfers during the tournament. However, this privilege may be CANCELLED if a violation of the SPECTATOR GUIDELINES is incurred.
All spectators must register at the registration desk (if required) and pay the necessary gallery fee (if any) before entering the fairway.
The JGFP Code of Conduct shall be posted on the JGFP website. Players, parents & guardians are obliged to comply with the JGFP Code of Conduct.
The Committee holds the authority to determine whether a parent/spectator has breached the Code of Conduct and to decide on suitable penalties.
However, some decisions may be passed to the Tournament Director. Penalties can include:
Immediate Disqualification or removal of the player or spectator from the ongoing tournament.

The Tournament Director shall take proper action on any controversies and issues regarding any violation of the JGFP Code of Conduct.

GOLF CARTS

The use of golf carts may vary from course to course due to limited availability. The availability of golf carts is not guaranteed.
Golf Carts may be used if the host venue can accommodate all per Division.
ONLY club caddies are allowed to drive golf carts in all divisions.
Cart Sharing Policy – Cart sharing is mandatory for all players. If the player assigned to share a cart is absent, withdraws, or becomes a no-show, the remaining player will be responsible for paying the full cart fee.

These policies are necessary to comply with course operations, cart allocation requirements, and tournament logistics. By registering, players acknowledge and accept these arrangements.

Priority for golf cart distribution, in this order: Players, Tournament Referees, Team Captains, or designated Team Captain for the day.
Everyone is expected to walk unless the club can provide carts for the whole Division.
Golf carts may be provided on a cart-sharing basis.
Players must ride their assigned carts only.
ONLY club caddies are allowed to drive golf carts in all divisions.
The availability of golf carts is not guaranteed.
Spectators are NOT allowed to ride players’ carts, and vice versa
Players and spectators shall always abide by the Committee’s adopted daily rules or instructions for the use of golf carts.
Junior and Senior High School (Division 1) players are expected to walk unless carts are available.

INSURANCE & MISCELLANEOUS FEES

All players are required to pay the golf insurance and miscellaneous fees needed for the host club.

PACE OF PLAY

Each hole has been given a maximum completion time based on the length and difficulty of the hole. The maximum allotted time for completion of 18 holes will be available before the round.
The maximum allowed time allocated per shot is 40 seconds. The timing will start when the player has had sufficient time to reach his ball, it is his turn to play, and he can play without interference or distraction.
However, an extra 10 seconds is allowed for the first player to play:
Tee shot on a par 3 hole.
Second shot on par 4’s and par 5’s.
From on or near the putting green at any hole.
The timing will start when it is the player’s turn to play and there is no interference or distraction.
Penalty for Breach of Condition:
1 bad time: The player will be warned by the referee and informed that further misconduct will result in a penalty.
2 bad times: Penalty of one (1) Stroke
3 bad times: Further penalty of two (2) strokes.
4 bad times: Disqualification

WEATHER CONDITIONS

In the event of a typhoon or torrential rain on the scheduled round, games may be canceled following storm signal warnings from the Philippine Atmospheric & Geophysical & Astronomical Services Administration (PAGASA).
In the absence of any announcement from PAGASA, the tournament director will have the authority to cancel a round. The round may or may not be replaced. The JGFP secretariat shall inform and coordinate with all team captains to disseminate the information to all parents and players.

RULES OF GOLF

Play will be governed by the 2019 R&A Rules, Ltd., and the local rules of the host golf club.
All disputes on rules shall be heard by the tournament committee and settled by the tournament director, whose decision in all matters shall be final.

DISPUTE OR DOUBTS AS TO PROCEDURE

If there is a doubt as to the correct procedures, players are to refer to the Tournament Referees.
Suppose a Tournament Referee is not immediately available. In that case, a player (having notified his marker) may elect to play two balls by Rule 20.1c and obtain a ruling after the round, before signing and the return of the score card.
No spectators are to enter into any discussion on a matter under dispute.

TOURNAMENT OFFICIALS and REFEREES

The Tournament Committee will be responsible for the administration of the competition.
The Tournament Rules Officials/Referees’ decision on all matters about the Rules of Golf is final.
