2026 JGFP Summer Series

I. RULES 

The competition will be played in accordance with the Rules of Golf as approved by the R&A Rules Limited, USGA & the Local Rules of the Golf Course.

II. ELIGIBILITY 

Golfers who are 18 years old below on or before the last day of the tournament.
The age of the participant must fall within the stipulated age bracket as of the last day of the tournament.  In the event that the change of age affects the classification of the participant, parents are obligated to inform the Tournament Committee before the start of the tournament. The participant shall then be grouped in the age bracket according to his or her age on the last day of the championship.

  • In the event that there are insufficient entries in a particular division, the Tournament Committee reserves the right to consolidate divisions and/or adjust the corresponding awards structure as deemed necessary.

Yardages provided are intended as a general guide only and may vary during the actual tournament due to course availability, course setup, tee marker placement, weather, playing conditions, safety considerations, pace of play, operational requirements, directives from the host club or organizing committee, division adjustments, and any other circumstances deemed necessary by the Tournament Committee. All final yardages and tee placements shall be at the sole discretion of the Tournament Committee.

VII. PRACTICE ROUNDS

The player shall be solely responsible for arranging with the host club if he/she desires to play practice rounds before the tournament proper. In any case, the organizer shall not be responsible for any incident that may occur during the practice round/s.

VIII. TEE TIMES

The player is advised to report to the Starter of their assigned hole at least 10 minutes before his/her starting time. Players must start at their prescribed tee time (Not before and not after) 

Penalty for Breach of Rule 5.3a: Disqualification, except in these three cases: 

● Exception 1 – You arrive at the starting point ready to play, no more than five minutes late: The general penalty is applied to your first hole. 

● Exception 2 – You start no more than 5 minutes early: The general penalty is applied to your first hole.

● Exception 3 – Committee decides that exceptional circumstances prevented you from starting on time: There is no breach of this Rule and no penalty. 

IX. TIES 

All ties for the 1st position will be decided by a play-off. The players who are tied shall participate in a hole-by-hole playoff until the tie is broken. However, in the event that a hole-by-hole playoff is implausible or impractical due to weather and/or course conditions, the Tournament Director shall have the discretion to break the tie pursuant to the rules of breaking ties for other positions.

Ties in all other positions Shall be determined based on the score of the last 9 holes.  If still tied, the last 6holes, if still tied, the last 3 holes, if still tied, count back via the 18th hole. 

The play-off holes will be decided by the Tournament Director. The decision of the Tournament Director shall be final and unappealable.

X. CADDIES 

Players who are 12 and below may have a personal caddy (parents, coaches, etc.) provided they pay the corresponding spectator’s fee. Depending on local club rules, they may or may not need to get the services of a club caddy to act as a fore caddy for the maintenance of the course by raking bunkers, fixing divots and ball marks but are not allowed to give advice (target, distance, breaks, etc.)

Caddies must refrain from over-coaching. The caddy must help the player hit each shot within a reasonable period. The player shall play without undue delay, which is defined as taking no more than 40 seconds to play a shot, counting from the time his/her turn to play is up. If a player takes more than 40 seconds, he or she will be subjected to a penalty. First violation: warning; the second violation, a one stroke penalty, and every violation thereafter, a two-stroke penalty. All penalties will be decided by the tournament director. 

*** Should there be a shortage of club caddie in the 13-18 Division, parents and/or coaches, others will be allowed to caddie players who have no relations to them

**** All personal caddies shall be subject to the rules of the host clubs for caddies.

XI. GOLF CARTS

ONLY club caddies are allowed to drive golf carts in all divisions. The availability of golf carts is not guaranteed. Players and spectators shall at all times abide by the committee’s adopted daily rules or instructions for the use of golf carts.

XII. DISTANCE MEASURING DEVICE 

A player may obtain distance information by using a device that measures distance only. If, during a stipulated round, a player uses a distance-measuring device that is designed to gauge or measure other conditions that might affect his play (e.g. gradient, wind speed, temperature, etc.), the player is in breach of Rule 4.3(1), for which the penalty is disqualification, regardless of whether any such additional function is actually used. 

XIII. PACE OF PLAY 

Competitors will be notified of the time allowed for a round. The time will be broken down into timings for each individual hole and a timing sheet shall be provided for the players to follow. 

If, during a round, a group has exceeded the time allowed for the number of holes played and has fallen behind the group in front of them it is liable to be warned and the players individually timed by an appointed Official. 

If whilst being timed, a player exceeds the time allowed on a shot he will be deemed to have “a bad time”. Penalty for Breach of Condition

  • 1 bad time – The player will be warned by an Official and told that if he has a further bad time he will be penalized. 
  • 2 bad times – 1 Stroke
  • 3 bad times and subsequent breaches – 2 Strokes

A player whose group has been timed will have a bad time carried forward in the round even if the group subsequently arrives back in position in relation to the group in front or within its allotted time. 

The committee may apply a penalty for undue delay (Rule 5.6a) without prior warning to a group that is seriously out of position at the end of the round. 

XIV. RECORDING OF SCORES 

Each player will be assigned as a “marker/scorer” to record the score of another player in the same group. The marker shall be responsible for recording the player’s correct score after each hole. After completion of the round, each player shall: 

  • Check his/ her hole-by-hole score for accuracy. 
  •  Settle any doubtful points with the Committee. 
  • Ensure that his/ her marker has signed his/her card. 
  • Countersign the scorecard him/herself. 

XV. RETURNING OF SCORECARDS 

All complaints related to a player’s score shall always be raised immediately after each round and before signing and/or returning the scorecard, otherwise, it shall be deemed waived.

Players are reminded of their responsibilities under Rule 3.3(b) 

“Signing and Returning Card: After completion of the round, the competitor should check their score for each hole and settle any doubtful points with the Committee. They shall ensure that the marker has signed the card, countersign the card themselves and return it to the Committee as soon as possible.” 

(Penalty for breach of Rule 3.3 – Disqualification.) 

If a competitor does not return his/her card within 15 minutes of completion of the round (without valid reason) He/she will be subject to disqualification. The recorder’s area is located at the tournament desk by the clubhouse. A scorecard is deemed to have been submitted the moment he/she puts it inside the drop box or submitted to the scoring staff.

XVI. WEATHER CONDITIONS 

In case of inclement weather conditions, natural disasters, or high alert levels in the community a round will be canceled following the storm signal warnings issued by PAG-ASA, or alert level warning by the IATF: 

For storm signals 1-3, play shall be automatically canceled. 

In the event that there is no official announcement regarding the typhoon signal warnings or alert level status, the tournament director will have the authority to cancel the event and will inform all participants by 4 am of the tournament day.

Should there be cancellation of round/s, the number of rounds to be counted will be the rounds completed for the entire qualifying round. 

No refund or reimbursement will be made in case of event cancellation on grounds of weather conditions.

XVII. SPECTATORS

Spectators/Gallery shall be allowed. AS A GENERAL RULE, SPECTATORS WILL WALK THE WHOLE DURATION OF THE TOURNAMENT.

The tournament committee MAY release carts to the gallery, depending on cart availability.

Spectators are allowed on cart paths only and are not allowed to communicate with the players as this may be interpreted as advice and may subject the player to a penalty of disqualification. In addition, players are not allowed to ride the carts of the spectators and vice versa.

It is a privilege for parents, guardians, and spectators to watch the junior golfers during the tournament. However, this privilege may be taken away if a violation of the SPECTATOR GUIDELINES is incurred. All spectators must register at the registration desk prior to entering the fairway. The JGFP Code of Conduct must be always observed while within the competition venue. Please refer to the JGFP website for your guidance. Players, parents & guardians should report any violations of JGFP Code of Conduct to our Tournament Director so that proper actions can be taken. 

The JGFP holds the authority to determine whether a parent/spectator has breached the Code of Conduct and to decide on suitable penalties. However, some decisions may be passed to the Tournament Director. Penalties can include:

  • Prohibition from attending the current or upcoming tournaments.
  • Immediate disqualification or removal of the player or spectator from the ongoing tournament.
  • Exclusion of the player from future events.
  • Suspension of membership, including accompanying privileges.
  • Cancellation of JGFP membership.

XVIII. COMMITTEE & TOURNAMENT OFFICIALS 

The Tournament Committee will be responsible for the administration of the competition and reserves the right to amend the Conditions of Play before and during the tournament. Revisions will be posted on the Player Information Board. 

Disputes, if any, will be settled by the tournament officials, headed by the tournament director, whose decisions in any/all matters shall be final. The competition shall be deemed closed when the awards have been presented. 

The Tournament Committee reserves the right to amend, modify, or vary the Conditions of Competition, format of play, schedules, divisions, pairings, tee times, yardages, tee placements, eligibility, rules, and all other tournament-related matters at any time as may be necessary due to weather, course conditions, safety, operational requirements, directives from the host club or governing bodies, force majeure, or any other circumstances deemed appropriate by the Tournament Committee. All decisions of the Tournament Committee shall be final.
